What is DoD Directive 8140?
DoD directive 8140 and FISMA regulations require all personnel working with secure government networks to be certified in security measures.
DoD Directive 8140 provides the basis for an enterprise-wide solution to train, qualify, and manage the DoD Information Assurance (IA) workforce. The policy requires Information Assurance technicians and managers to be trained and qualified to a DoD-approved baseline requirement.
Who needs to be Qualified?
Information Assurance Technical (IAT) and IA Management (IAM) personnel must be fully qualified to baseline requirements to perform their IA duties. The policy defines IAT workforce members as anyone with privileged access to information system and performing IA functions. IAM personnel are responsible for the management of information security/IA requirements for DoD operational systems and perform the IA functions described in the DoD 8140.
The qualification and workforce management requirements of DoD 8140 apply to all members of the DoD IA workforce including military, civilians, local nationals, Non-Appropriated Fund (NAF) personnel, and contractors. The requirements apply whether the duties are performed full-time, part-time, or as an embedded duty.
How long do I have to become certified?
There is a six-month limit for obtaining an IA Baseline Certification for all Service personnel, Government civilians, local nationals, and Non-Appropriated Fund employees. Contractors should have the appropriate IA Baseline Certification when entering the contract.
